1. Insert #61 blue rubber band through hole in the top of tube.
2. Loop one end of the rubber band through the other end of the rubber band.
3. Pull and twist the rubber band.
4. Hold rubber band open to insert the ties through the rubber band and into the tube.
5. Once ties are inserted through the rubber band and in the tube, twist rubber band again and loop the end of the rubber band onto the front post.
